Reason for modification:
Address the following issues:

Fixed parameter description for NetServerEnum2 request when no domain parameter is supplied.
Fixed infinite loop from SmbTransport.doDisconnect().
Ensured NetBIOS broadcast response selects IP address that matches sender (not an arbitrary selection from the list).
Allowed renewal of static data so JCIFS can be re-used when network change.
Removed UOEM domain name from NetServerEnum2 construction. Fixes problem with corrupt OEM domain name is corrupt.
Update to allow dynamic WINS addresses and local host address. Try all WINS addresses when resolving NetBIOS names.
The endpoint lowercase conversion was being performed with no regard to locale which causes an exception to be thrown when locale is Turkish due to conversion of dotless I. Fixed by converting to lowercase using US locale.
